Highlights from the June 23rd Regular Council Meeting
- A Public Meeting was held for File Number ZBA-05-2025 (Lackey). The final by-law will be brought to the July 14th Regular Council Meeting for decision.
- The Minutes from the May 26th and June 9th Meetings were approved.
- Council received Minutes from the Grenville OPP Detachment Board and Public Library Board.
- The By-law to establish a Committee of Adjustment was enacted.
- The Memorandum of Understanding for the accessible public washroom in Merrickville was endorsed. Authorization was given to sign and execute the MOU.
- Council endorsed & recommended approval of Consent Application B-43-25 to the UCLG Consent Granting Authority.
- The By-law to amend the Zoning By-law for St. Ann Catholic Church was approved.
- The new Zoning By-law 33-2025 was approved and enacted. It will be published on the Village’s website.
- Council received Departmental Activity Updates from the Public Works, CAO/Finance, Fire/By-law Enforcement, and Clerk Departments.
- The Rural Road Scoring Matrix was approved to authorize staff to utilize the matrix for calculating a ranking priority of rural roads.
- The motion to direct staff to proceed with developing a rural road construction & maintenance schedule was approved to specify the scope of work & identify projects within a planned 3-year term. The intent is to release tender documents and secure bids in the Fall of 2025 or early 2026. Construction would start in 2026 & Council would be provided with threshold amounts using $10 million has a benchmark to determine a financial strategy that accounts for impact to ratepayers, terms & interest of the loan, and the required tax rate to support the initiative.
- The lease agreement for the Leeds & Grenville Paramedic Unit to be housed in the fire hall was approved as presented.
- Reports were provided from the Finance Department regarding capital infrastructure borrowing options and a 2nd quarter financial report.
- Council appointed Shelley Mackenzie to the Blockhouse Museum Municipal Services Board as the staff representative.
- Appointments were made to the Community Development Coalition.
- The Blockhouse Museum Operational Update report was received for information.
A Special Meeting was held prior to the Regular Meeting for the purpose of Council receiving a presentation from Watson & Associates regarding the tax-supported Asset Management Plan and financial strategy. A final report will be brought back to Council on July 14th.
